Every area "thinks" they want a team. Similar to today's world where people jump the bandwagon when their team is winning. With that said, the city (if a new one is chosen) needs to have a very large market and I don't see Virginia pulling in the necessary fan base day after day. Sure, you can obtain a ton of commitments for year one, but if you don't produce, their so called "fans" will not be there to support them in years two, three, etc. and the result is another Montreal. I believe for the sake of baseball, you get rid of the franchise altogether. Less risks, and less wasting money - valuable money that big market teams such as the Yankees, Red Sox, Mets, etc. earn and shell out to revenue sharing to keep teams like Milwaukee, Montreal, etc. around... consider they do not invest the money back in their teams. Switching the city will not resolve the problem of shitty team management.
