Three Hartford After-Hours Clubs To Reopen With Strict Controls

HARTFORD Conn. (AP) - Three after-hours "rave" clubs that were closed under a court order after police found the drug ecstasy being sold inside will be allowed to reopen, but with new restrictions.

System, The Velvet Night Club and Vibes entered into court ordered settlements Tuesday designed to keep them drug-free, Chief State's Attorney John M. Bailey said Tuesday.

The new regulations: require club patrons to be at least 18-years old; prohibit paraphernalia associated with ecstasy use, including surgical masks and pacifiers; require the clubs to close by 5 a.m.; and require the presence of police officers in the clubs at all times they are open.

"We believe that theses are the toughest restrictions placed on "rave" clubs anywhere in the country and that they are necessary to ensure a drug-free environment for the young people who enjoy this form of entertainment," Bailey said.

The closings came after a 10-month investigation into drug sales in the clubs by the Chief State's Attorney's office, Hartford police and the federal Drug Enforcement Administration.

Bailey said undercover officers were able to make several purchases of ecstasy at the three clubs between April 7, 2000 and December 16, 2000.

David Squillante, a co-owner of both Velvet and System, denied that management condoned drug sales and said the clubs were already doing many of the things that Bailey's office demanded.
