SAN FRANCISCO, April 11 /PRNewswire/ -- The California Department of Alcoholic Beverage Control (ABC) has announced it intends to close a San Francisco nightclub for significant violations of drug laws. ABC has filed an accusation seeking to revoke the liquor license of the Ten 15 Club, 1015 Folsom Street in San Francisco, following a five-month undercover investigation which involved the sale of a rave-type designer drug known as
ecstasy.
The investigation was the result of numerous citizen complaints and information from local law enforcement agencies.
During the investigation, ABC investigators were able to purchase ecstasy on eleven occasions, six from music promoters allegedly employed by the club, and five from patron drug dealers which involved the direct knowledge of club employees. A total of four bartenders permitted the violations to occur inside the club as undercover investigators conversed with the employees
regarding their narcotic buys.
ABC believes the licensee knew, or should have known, of the extensive use of drugs inside the club. The owners hired Emergency Medical Technicians (EMTs) to take care of any drug overdoses. One EMT said she witnessed 15 to 20 patrons a night who were under the influence of ecstasy. Another EMT
stated the primary drugs used at the club were ecstasy and GHB.
Bottled water was available to the users of ecstasy who often become dehydrated when taking the drug. Glow sticks, which heightens the hallucinogenic effect of ecstasy, was also sold.
ABC Acting Director Jerry R. Jolly said the use of drugs inside ABC licensed establishments will not be tolerated. Said Jolly, "The well being and safety of the public is the responsibility of any liquor licensee. So- called designer drugs are becoming all too prevalent in certain types of rave nightclubs or rave events."
At a recent event at the San Francisco Cow Palace, two young men died from apparent overdoses of designer drugs.
This is the second time the Ten 15 Club has been cited for allowing drugs inside the location. In April of 2000, the club's liquor license was suspended for 15 days for drug violations. In addition to the suspension, the club was placed on a stayed-revocation for two years. With the latest violations occurring in 2002, the stayed-revocation will be reinstated, plus an additional revocation charge will be added.
The licensee has indicated the club will appeal the revocation order, which could delay the shut down of the club for some time.
ABC is a department of the Business, Transportation and Housing Agency, which is under the direction of Secretary Maria Contreras-Sweet, a member of the Governor's Cabinet.
