Because "historically" refers to the past, there is no need to state "the past that is."
And our constitution has not been changed. It has been amended. And if our constitution had not been amended, slavery would still be allowed, presidents could serve until they resigned, women couldn't vote, and whole bunch of other stuff that we can do now we would not have been able to do. Amendment 19 - prohibition, was kinda fucked up, but luckily our constitution allows for change and growth and Amendment 19 was later reversed with Amendment 21 allowing the sale, importation and exportation of alcohol. Change can be good.
