stability? definitely....in the downward direction Changes to the Budget Outlook Since March 2004 In the six months since CBO's previous baseline was published, the outlook for the deficit in 2004 and 2005 has improved, but the outlook for the cumulative deficit over the 2005-2014 period has worsened. In March, CBO estimated that this year's deficit would reach $477 billion, the deficit for 2005 would decline to $363 billion, and the 10-year deficit would total $2.0 trillion. In the current baseline, CBO has lowered its estimate for this year's deficit by $56 billion and for next year's deficit by $15 billion.
