[need '97-'98 track ID]

I'm trying to educate a music newbie down here. He went nuts for "Ecstacy (Take Your Shirts Off)"-Johnny Vicious feat. Lula, and was amazed when I told him it was an old track. There is one he's been asking about, I don't remember the name, but it's from around the same time, "This is the police, come out with your hands up" it names a bunch of drugs too. I forgot, it was a long time ago. Can anyone help ID please?
