After receiving a complaint from a citizen that the spring break celebration at Hammerhead Fred’s included live sex acts, the Special Investigations Division of the Bay County Sheriff’s Office sent in undercover officers to investigate. Investigators went to the establishment at 8752 Thomas Drive on Panama City Beach and found that female patrons were being encouraged to participate in a wet t-shirt contest. Once the contest began, the women were encouraged to remove the t-shirts, expose themselves, and allow the audience to fondle them and bite their nipples. As a result, three of the announcers were arrested: Louis Adrian Green, 34, of 556 Tradewinds Drive, Essixville, Mich., on a charge of solicitation to commit lewd conduct Charles Ray Bunch, 31, of 2715 Glenview Avenue, Panama City, also on solicitation to commit lewd and lascivious conduct Christopher Scott, 20, of 155 Victory Court, Saginaw, Mich., on solicitation to commit lewd and lascivious conduct. Two of the participants were arrested: Diana Chang, 23, of 1201 Teakwood Court, Naperville, Ill., on lewd and lascivious conduct Jacquein Strong, 17, of 5389 Florida Avenue, Orange Beach, Ala., on nudity, indecent conduct at an establishment serving food Kevin James Bacigalupo, 24, of 1619 Prospect Ct. Wheaton, Illinois was also arrested for resisting an officer without violence when he interfered with investigators who were arresting a participant he stated was his girlfriend. “If we get complaints from citizens we will investigate,†said Captain Rickie Ramie of Special Investigations. “If we determine anyone is in violation of state or county ordinances we will arrest them. This type of activity is not acceptable in our community.â€
