pakistan has been independant for 55 years and more than half those years it has been under a military dictatorship. the other years, they tried to assemble a democracy, the problem was that there were too many corrupt politicians and the military still had too much power, especially since they had a lot of american support. however, with what little voice the people had under "democracy", they have always opted for a more secular government, where the hardline conservatives would have less than 5% of parliament seats. it is only when the country is under military rule does militant islam rises.

there is a correalation between the rise of militant islam and what kind of government a country has. bangladesh is more than 80% muslim and for the longest time have been quite tolerant of hindus living there. the same goes with mali in west africa, which is also a democracy. senegal, which is 92% muslim, have stable democratic government, never had a coup, and no militant islamic movement. even india, even though muslims do have a reason to launch a jihad against hindus(over 2,000 muslims were killed by hindus in the gujarat riots in february and march), there isn't a militant movement outside of kashmir. because the attrocities carried out by hindus are being addressed by the government. when people have no outlet to express their voices, people are going to opt for the militants, because they just want something that is different.
