i was a bit confused as to when we have to pay and when we dont, so figured maybe some others were as well, so here you go:

Alternate Side Parking Regulations Suspension Calendar

The City suspends alternate side parking regulations, for both street cleaning purposes and traffic flow, on the 32 legal and religious holidays listed below. This includes suspension of street cleaning regulations at metered spaces. This policy is implemented jointly by the Department of Transportation, the Department of Sanitation, and the Police Department. On major legal holidays, No Stopping, No Standing, and No Parking regulations are suspended, except where those regulations are normally in effect 7 days a week. On all other holidays, only Street Cleaning Rules are suspended. All other regulations remain in effect. Parking meter regulations will be suspended on major legal holidays.

Beginning in 2003, alternate side parking regulations are suspended on three additional holidays: Asian Lunar New Year, Ash Wednesday, and Purim.

Emergency Suspensions of Alternate Side Parking Regulations

Alternate Side Parking Regulations may be changed from time to time because of snow emergencies, inclement weather conditions or other emergencies. In these circumstances, the information is provided to the news media. Call the New York City Call Center, 311, to obtain information on emergency suspensions of the regulations.

Alternate Side Parking rules were suspended on January 15-17, January 20-24, January 26-31, February 18, March 17 and March 19 because of snow removal or poor weather conditions.

Alternate side parking regulations are suspended temporarily in some areas near Co-op City. See details on the Office of Emergency Management's web site.

Temporary Suspensions of Street Cleaning Regulations

Street Cleaning Regulations (SCR) may be suspended temporarily in parts of the city in order to post new regulations. This program is a cooperative Department of Transportation/Department of Sanitation effort to change existing street cleaning rules, as well as to replace missing or damaged parking signage.

When the Department of Sanitation makes a determination to change street cleaning rules in an affected area, the regulations are suspended temporarily to allow the Department of Transportation to post new signs describing the new rules. This suspension does not affect other parking rules which are not Street Cleaning Regulations.

When the posting of new signage is completed, the Department of Sanitation provides a weeklong orientation period during which its crews clean the streets according to the newly posted schedule but do not issue summonses. At the conclusion of the orientation period, enforcement of the new rules takes effect.

Street Cleaning Regulations to be Temporarily Suspended and Restored in Parts of Midtown as of Monday, April 12, 2004

The regulations will be suspended to permit field crews to post new hour-and-a-half sanitation rules in the area. The posting of new regulations is part of a cooperative Transportation Department/ Sanitation Department program to change existing street cleaning rules, as well as to replace missing or damaged parking signage.

Street Cleaning Regulations on both residential streets and metered areas will be suspended from April 12, 2004, within the following borders for a six-week period, with enforcement resuming on Monday, June 7, 2004. North: Central Park South/East 59 th Street from Eighth Avenue to Lexington Avenue.

East: West side of Lexington Avenue from East 59th Street to East 40th Street. East 40th Street from Lexington Avenue to Madison Avenue Madison Avenue from East 40th Street to East 34th Street East 34th Street from Madison Avenue to Lexington Avenue. West side Lexington Avenue from East 34th Street to East 22nd Street. East 22nd Street (not included) from Lexington Avenue to Park Avenue. Park Avenue from East 22nd Street to East 19th Street. East 19th Street (not included) from Park Avenue to Irving Place. West side Irving Place from East 19th Street to East 14th Street.

South: North side East 14th Street from Irving Place to Sixth Avenue.

West: Sixth Avenue from West 14th Street to West 26th Street. West 26th Street from Sixth Avenue to Eighth Avenue. East side Eighth Avenue from West 26th Street to Columbus Circle.

All of NYC was designated a Tow Away Zone under the State’s Vehicle and Traffic Law in 1959. This means that any vehicle parked or operated illegally, or with missing or expired registration or inspection stickers, may be towed.

On major legal holidays stopping, standing and parking are permitted except in areas where stopping, standing and parking rules are in effect seven days a week ( for example, "No Standing Anytime").

Double parking of passenger vehicles is illegal at all times, including Alternate Side Parking Regulation days, regardless of location, purpose or duration.

It is illegal to park within 15 feet of either side of a fire hydrant. The painted curbs at hydrant locations do not indicate where you can park.

An occupied illegally parked vehicle causes the same safety hazard and congestion as an unoccupied vehicle. Exercise responsibility, park legally.

Most SCR signs are clearly marked with the "P" symbol with the broom through it. Some SCR signs are the traditional 3-hour ones (8am to 11am etc.) but others vary considerably.

"No Parking" street cleaning rules are suspended in parking meter zones during the street cleaning hours on the 32 holidays when other street cleaning rules are suspended; however, the metered parking itself, as well as all other regulations not suspended on those days, remain in effect.

Meters

At a broken meter parking is allowed only up to one hour (60 minutes). Where a meter is missing, parking is still allowed for the maximum time on the posted sign. (An hour for a 1-hour meter, 2 hours for a 2-hour meter, etc.). Where a meter is broken, a driver shall park at a functional meter unless all meters on that block or in that lot are missing or broken. If all the meters are broken the driver shall follow the rules pertaining to broken or missing regular street meters as stated here.

"No Parking" street cleaning rules are suspended in parking meter zones during the street cleaning hours on the 32 holidays when other street cleaning rules are suspended; however, the metered parking itself, as well as all other regulations not suspended on those days, remain in effect.

Signs

New York City Traffic Rules state that one sign per block is sufficient. Please check the entire block and read all signs carefully before you park.

If there is more than one sign posted for the same area, the more restrictive one is the one in effect. If a sign is missing on a block, the remaining posted regulations are the ones that are in effect.
