Just days after the Toronto City Council outlawed rave dances on city property, the City Council here will vote Wednesday on an ordinance that would fine rave promoters and entertainers up to $10,000 for taking part in underground events.The ordinance, presented by the Council's License Committee last week, would require promoters to register their parties under the new juice-bar license, which prevents activity from taking place after 2 a.m. Registered events also would have strict fire-safety codes and restrictions on building size and capacity.
