Suite 5 KBronx, New York, 10457A Brief History of the United Homeless OrganizationThe United Homeless Organization (UHO) was founded in 1986 by homeless NewYorkers living in and around Grand Central Station. UHO is the only viablesocial service organization run by homeless and previously homeless peoplein New York City. UHO has been holding weekly staff meetings each Saturdayfor the last 16 years. The meetings were first held at the Philip MorrisWhitney Museum and are now held in public parks.During the late 1980's homelessness in New York and America had reachedepidemic proportions. Government and private resources that were earmarkedfor homeless people were either inadequate or inaccessible to most homelesspeople. UHO was created to address this disconnect.The realities of life on the street, from addiction to the utter lack offacilities to maintain hygiene, made many homeless people loath to availthemselves to traditional services. Other homeless men and women refused tohave any contact with the social service safety net. UHO serves thisinvisible homeless population by creating a supportive self-helporganization that provides invaluable information and services to thehard-core homeless.UHO organizers collect, confirm and disseminate information on food,housing, health care and employment information through its regularlyupdated Directory for the Homeless. In the 80's and early 90's UHOdeveloped a relationship with the YMCA and successfully placed over 10,000homeless men and women into emergency housing. This program was urgentlyneeded as the number of single room occupancy units disappeared during theKoch administration.As their program expanded, UHO began its highly successful and controversialsubway outreach program. On the subway, UHO organizers would distributesandwiches and information to homeless people and solicit funds from thepublic at large. The practice of distributing food and soliciting on thesubway was challenged by the MTA. Represented by the New York CivilLiberties Union, UHO fought and ultimately lost this battle. UHO no longersolicits on the train.Because of the volume of their client base and their outspoken advocacy, UHOcaught the attention of the Dinkins Administration and was invited to hisinauguration. This was historical in that never before had homeless peoplebeen invited to an inauguration of a Mayor of major city. UHO was appointedto the Mayor's Homeless Advisory Council and worked closely with the DinkinsAdministration through office space provided by the Human ResourceAdministration. During an evaluation of the partnership, DinkinsAdministration found that UHO actually handled more cases that theirgovernment equivalent. Unfortunately, this partnership was eliminated bythe in coming Guiliani Administration.Today, you can find UHO organizers on street corners throughout Manhattan.UHO Tables are mostly staffed by men and women who are or have beenhomeless. Our anecdotal feedback indicates that New Yorkers benefit fromthe opportunity to speak to and help a homeless person directly. Homelesspeople come to the table to pick up a resources guide or to ask a referralquestion.For over 16 years, UHO has served and spoken for the homeless assisting morethan 500,000 New Yorkers. In a recent Village Voice, UHO president StephenRiley asked New Yorkers to remember the approximately 75 homeless people whodied on September 11, 2001. Because of the population they serve, thepolitical climate in this city and the controversial direct contact methods,UHO has been misunderstood by some in government and the media. Yet with adedicated staff of homeless and formerly homeless people, and a cadre ofcommitted volunteers, UHO continues to find innovative ways to serve itsconstituents. UHO recognizes that if you want to help people off the streetyou have to be on the streets. UHO was founded on the streets and there itwill remain until the problem of homelessness is no more.United Homeless Organization Current and Future ProgramsCurrent ProgramsOutreachUHO was the first organization in New York City to set up outreach tables atlocations throughout New York to help the Homeless help themselves. UHOtables serve the following functions: first, they are a "community center"for the homeless, who know where they can obtain information, referrals, andemergency counseling and support; second, they keep the issue ofhomelessness in the public consciousness; third, clients who staff thetables learn how to work and to deal with the public; fourth, they encouragethe public to make donations of small amounts that defray administrativecosts and provide emergency relief to the homeless person who is staffingthe table. The tables also serve as a collection and distribution center forfood and clothing.Soup KitchenFor the last 6 years, UHO has operated a food and information distributionprogram at the Childs Memorial Church of God in Christ at 1763 AmsterdamAvenue in Harlem. The purpose of the food program at Child's Memorial is toprovide homeless people with a meal that served in a respectful,compassionate, and nonjudgmental environment.Safe HouseSenior UHO staff has access to a comfortable and secure home environment toshower, cook their own meals, wash clothing and interact with peers. Livingon the streets and in the shelter system is an enormous physical and mentalchallenge, as individuals assume the additional responsibility of helpingothers, the availability of a safe haven is essential.PublicationsUHO publishes a resource guide and the occasional newsletter. Printing forUHO is done pro bono by 1199 SEIU. Contrary to the stereotype, it isextremely difficult to live in New York without housing. The route that ahomeless person must take on any given day to acquire three meals, a bed,shower and government services requires traversing the city several times.UHO's updated Directory for the Homeless helps the homeless master thebureaucracy and take advantage of the benefits they are entitled to.Future ProgramsHarm ReductionAcknowledging that current drug users may not immediately end their habits,UHO is incorporating a harm reduction strategy, popular in Europe to helpits members with addiction.Homeless KitchenUHO has obtained a truck outfitted with a food preparation facility. Mealswill be planned, made and served by the homeless for contributions from thegeneral public.RecyclingUHO will assist its members in identifying income opportunities throughrecycling.UHO BuildingUHO would like to consolidate all of its services and staff into oneresidential/office space.
