But, what she is really sayings is:

Tell me you love me so I can admit/say I love you too.

But, what she is really saying is:

You better not say anything other then you love me, because if you don't

(1) Are you ready to settle down with just one woman?

(2) I'm tired of birth control.

Lets put it this way, I broke up with a long term boyfriend a little less then a year ago....I met a guy a couple of months ago and I kept feeling that I wasn't ready to settle down again, even though he was, I just wasn't...I met my current boyfriend and in like 2 days I knew I was ready to settle down, without any concerns about my ex....I think if you find the right person and it's there you make yourself ready, I wasn't ready for the other guy even though it wasn't too long ago b/c it wasn't right :)

dude, girls know very well if they want to get with you or not after a pretty short evaluation time.

"i´m not ready for a new relationship" or "i don´t want a relationship right now" means she is either

-letting you down ("rejecting you") gently

OR

-in some rare (well, not rare, but more rare the first option, which is QUITE common) cases she is saying she is open for a fuckbuddy relationship / ONS cause she´s physically attracted to you, nothing else though.

i´m assuming you are getting this when you are already close (meaning, she presented interest in you, you are sitting/standing somewhere close together, bodies touching, talking slow and deep, etc.)

validate what she´s saying, demonstrate understanding of "her world", reassure that it´s "allright". move on with going for the kill (=kiss). if she lets you continue you´re "in". if not you´ll get a CLEAR sign now from her that she doesn´t want anything from you.
