November 1, 2004 -- WASHINGTON - Osama bin Laden warned in his October Surprise video that he will be closely monitoring the state-by-state election returns in tomorrow's presidential race — and will spare any state that votes against President Bush from being attacked, according to a new analysis of his statement.

The respected Middle East Media Research Institute, which monitors and translates Arabic media and Internet sites, said initial translations of a key portion of bin Laden's video rant to the American people Friday night missed an ostentatious bid by the Saudi-born terror master to divide American voters and tilt the election towards Democratic challenger John Kerry.

MEMRI said radical Islamist commentators monitored over the Internet this past weekend also interpreted the key passage of bin Laden's diatribe to mean that any U.S. state that votes to elect Bush on Tuesday will be considered an "enemy" and any state that votes for Kerry has "chosen to make peace with us."

The statement in question is when bin Laden said on the tape: "Your security is up to you, and any state that does not toy with our security automatically guarantees its own security."

That sentence followed a lengthy passage in the video in which bin Laden launches personal attacks on the president.

Yigal Carmon, president of MEMRI, said bin Laden used the Arabic term "ay-wilaya" to refer to a "state" in that sentence.

That term "specifically refers to an American state, like Tennessee," Carmon said, adding that if bin Laden were referring to a "country" he would have used the Arabic word "dawla."

MEMRI also translated an analysis of bin Laden's statement from the Islamist Web site al-Qal'a, well known for posting al-Qaeda messages, which agreed that bin Laden's use of the word "ay-wilaya" was meant as a "warning to every U.S state separately."

"It means that any U.S. state that will choose to vote for the white thug Bush as president, it means that it chose to fight us and we will consider it an enemy to us, and any state that will vote against Bush, it means that it chose to make peace with us and we will not characterize it as an enemy," the Web site said, according to MEMRI's translation.

Who would the 'terrorists' like to see elected in the upcoming US presidential elections?

Predictions about how they would try to influence this form of the democratic process were sparked by the train bombings in Madrid last March.

The timing of the attack, coming immediately before presidential elections in Spain, produced a backlash of anger against Jose Maria Aznar’s right-wing government, leading to the victory of the Socialist Party (PSOE).

The bombing was seen by many as a consequence of Aznar’s support for the US-led war in Iraq, a war opposed by the overwhelming majority of Spaniards. Aznar’s attempt to exploit the bombings to push the agenda of his Popular Party backfired and lead to his defeat.

But what does this augur for the US? National Security Adviser Condoleezza Rice was one of the first to speculate on this event's impact on the US presidential elections.

In an 18 April interview on the US news talk show Face the Nation, she said: "I think that we do have to take very seriously the thought that the terrorists might have learned, we hope (sic), the wrong lesson from Spain. I think we also have to take seriously that they might try during the cycle leading up to the election to do something."

This statement was followed by one from Attorney General John Ashcroft. In a 26 May press conference, Ashcroft said: "The Madrid railway bombings were perceived by Usama bin Ladin and al-Qaida to have advanced their cause. Al-Qaida may perceive that a large-scale attack in the United States this summer or fall would lead to similar consequences."

Ashcroft's supposition is that Bin Ladin would like to influence the US elections in the same way al-Qaida influenced Spain's.

What would similar consequences mean for the US? Defeat for the hawkish incumbent, Bush, at the polls and the derailment of a neo-conservative policy on Iraq.

Ashcroft all but said 'Usama bin Ladin wants you to vote for John Kerry'.

A handful of reporters chimed in, among them David Sanger of the New York Times.

In a May article, he issued what could be seen as a serious warning to the American people. Entitled Calculating the Politics of Catastrophe, the piece describes "obsessive" talk within political and national security circles about the possible electoral consequences of another terror attack in the US.

Sanger quotes a senior administration official as saying, "The message the terrorists learned in Madrid is that attacks can change elections and change policy.

"It’s a very dangerous precedent to have out there."

Immediately following the elections, administration officials and right-wing media pundits in the US denounced the Spanish population for learning the "wrong lesson" from the terrorist attacks and for "appeasing" terrorism.

According to Sanger, however, the Bush administration is making its own calculations over whether a terrorist attack can "change elections" in the US - in Bush's favour.

He writes: "Mr Bush's political aides - speaking only on background, because no one dissects terror on the record - argue that the crazier the world gets, the more it plays to the theme of the campaign: Now more than ever, the country needs a president who has proved to be strong on terror."

A more authoritative political aide, Vice President Dick Cheney, announced on 7 September that the US will risk another terrorist attack if voters make the wrong choice on election day, suggesting Senator John Kerry would follow a pre-9/11 policy of reacting defensively.

"It's absolutely essential we make the right choice on 2 November because if we make the wrong choice, then the danger is that we'll get hit again and we'll be hit in a way that will be devastating from the standpoint of the United States," Cheney told supporters at a town hall meeting.

If Kerry were elected, Cheney says the nation risks falling back into a "pre-9/11 mindset" where terrorist attacks are seen merely as criminal acts that require a reactive approach. Instead, he says Bush's offensive approach roots out terrorists where they plan and train, and pressures countries that harbour them.

In all of this, little notice has been given by the Western media to an al-Qaida declaration following the Madrid bombing and published in full on 17 March in the Arabic-language dailies al-Quds al-Arabi and al-Hayat in the UK.

A week after the Madrid attack, the Abu Hafs al-Masri Brigades, which claims to act on behalf of al-Qaida, claimed responsibility for the bombing and declared a truce in Spain to see if the new government would withdraw its troops from Iraq, but warned that it was gearing up for new attacks.

This part of the declaration was widely reported. However, very few mentioned the more ominous part of that declaration, short of excerpts which were reported by the BBC and Reuters.

"What is a cause for concern is that half the American people still wrongly believe that Iraq had links with al-Qaida and a hand in the 9/11 attacks"

The declaration turned its attention to President Bush, saying: "A word for the foolish Bush. We are very keen that you do not lose in the forthcoming elections as we know very well that any big attack can bring down your government and this is what we do not want.

"We cannot get anyone who is more foolish than you, who deals with matters with force instead of wisdom and diplomacy.

"Your stupidity and religious extremism is what we want as our people will not awaken from their deep sleep except when there is an enemy.

"Kerry will kill our nation while it sleeps because he and the Democrats have the cunning to embellish blasphemy and present it to the Arab and Muslim nation as civilisation.

"Because of this we desire you [bush] to be elected."

A political tactic of this calibre should have perhaps appealed to pundits and political scientists in the media.

However, al-Qaida gravely underestimates the likely political result of an attack against the US in the months leading up to the election. It would lead to a landslide victory for Bush as it would resonate with the American culture's "circle the wagons" mentality and take orders from John Wayne.

Such an attack would play to Americans' deep inner insecurity and violent reaction to any threat has had disastrous effects, and not only to the American Indians.

Whether that threat is real, or manufactured, as that of Cheney's dire threat of an Iraqi invasion of Saudi Arabia in 1991 citing satellite photos (that have not been shown or proven to this day) which induced Saudi Arabia to invite US forces to invade Iraq, or his pushing the assertion and spin of an Iraqi nuclear threat in 2002 and 2003 (he was claiming that US intelligence had proof of Iraq's nuclear weapons up to two days before Iraq's occupation) and ended with the disastrous occupation of Iraq, the American people's reaction is explosive and dangerous.

What is a cause for concern is that half the American people still wrongly believe that Iraq had links with al-Qaida and a hand in the 9/11 attacks, and that cushions the outrage they should feel after tens of thousands of dead Iraqi civilians, as well as more than a thousand of their soldiers.

The wide-eyed view of America's "war on terror" is dangerous to the whole world.

CNN) -- Osama bin Laden delivered a new videotaped message in which he told Americans their security does not depend on the president they elect, but on U.S. policy. And he said al Qaeda remains motivated to strike the U.S. again.

"Although we are ushering the fourth year after 9/11, Bush is still exercising confusion and misleading you and not telling you the true reason. Therefore, the motivations are still there for what happened to be repeated," bin Laden said.

It marked the first videotaped message from the al Qaeda leader in nearly three years. (CNN's Octavia Nasr discusses the tape)

The tape was aired on the Arabic language network Al-Jazeera Friday, just four days before the U.S. presidential election.

Bin Laden said the message was being delivered directly to the American people, saying the attacks of September 11, 2001 were the result of U.S. foreign policy in Arab lands, specifically referring to Lebanon and the Palestinians. The terror attacks killed nearly 3,000 people.

At one point, he mentioned both President Bush and Democratic candidate Sen. John Kerry.

"Your security is not in the hands of Kerry or Bush or al Qaeda. Your security is in your own hands. Any nation that does not attack us will not be attacked," bin Laden said in the video.

Bush told reporters as he was boarding Air Force One for Columbus, Ohio, "Americans will not be intimidated or influenced by an enemy of our country. I'm sure Senator Kerry agrees with this. ... We are at war with these terrorists, and I am confident we will prevail."

Kerry told reporters in West Palm Beach, Florida: "Let me make it clear -- crystal clear: as Americans, we are absolutely united in our determination to hunt down and destroy Osama bin Laden and the terrorists."

He added: "They are barbarians. And I will stop at absolutely nothing to hunt down, capture or kill the terrorists wherever they are, whatever it takes. Period."

Bin Laden criticizes Bush

Bin Laden sharply criticized President Bush for his behavior on the morning of September 11, 2001, when the president was reading "My Pet Goat" to a group of schoolchildren in Florida at the time he was informed of the attacks.

"It never occurred that the highest leader of the military armed forces would leave 50,000 people to face the horror that they faced all by themselves when they needed him most," bin Laden said.

"He was more interested in listening to the child's story about the goat rather than worry about what was happening to the towers. So, that gave us double the time for us to execute our attacks."

Bin Laden was wearing a gold robe with a white headdress and white cloak. He had a long mostly gray beard, and appeared to be sitting behind a desk, reading from a paper statement, occasionally moving his right hand as he spoke.

U.S. government officials said the tape appeared to be authentic and recently made.

The U.S. embassy in Qatar received a copy of the Osama bin Laden tape from the Qatari government Friday, a senior State Department official told CNN. The Al-Jazeera network, which aired the tape, is based in the Qatari capital of Doha.

The total length of the tape received by the U.S. government is 18 minutes. Bin Laden spoke for 14 minutes and 39 seconds. U.S. officials would not comment on what else is on the tape.

The official said that once the embassy received the video, the U.S. ambassador to Qatar asked the Qatari government to use its influence with the management of Al-Jazeera to convince the network not to air the tape.

"We are disappointed that the tape was aired," said this official.

It was unclear whether the Qatari government urged Al-Jazeera to refrain from airing the tape. However, the network did not air the tape in its entirety.

The United States regularly complains to the Qatari government about Al-Jazeera's coverage and has often asked the government to use its influence to rein in the network.

Intelligence officials have warned previously about the possibility of al Qaeda trying to attack the United States around the time of next Tuesday's election, similar to the al Qaeda train bombings in Madrid on March 11 before the Spanish presidential election.

U.S. officials said there was no immediate plan to raise the nation's terrorism alert level because of the taped message.

One official said that the government is waiting for the intelligence community to further analyze the tape, and that among things analysts will be looking for are any hidden messages that might be contained in the tape.

The videotape was aired just one day after ABC News broadcast a video of a man claiming to be an American operative of al Qaeda who said the United States should brace for a large-scale attack that "will make you forget all about September 11th."

Although authorities have been unable to authenticate that message, a senior law enforcement official said the bin Laden message, coupled with the one broadcast by ABC, has "set off alarm bells among top officials."

"The anxiety level is through the roof," the official said.

The official said federal law enforcement agencies are taking the bin Laden tape "extremely seriously," and officials are on "a high state of alert."

In the video, bin Laden said he decided to attack the twin towers of the World Trade Center in 1982 after the invasion of Lebanon by Israel, which he claimed was backed by the U.S. Navy.

"And as I was looking at those towers that were destroyed in Lebanon, it occurred to me that we have to punish the transgressor with the same" he says, "and that we had to destroy the towers in America, so that they taste what we tasted and they stop killing our women and children."

He underscored it was U.S. foreign policy that led to the 9/11 attacks, saying, "Bush says and claims, that we hate freedom, let him tell us then, 'Why did we not attack Sweden?'"

The statement aired Friday was the first videotaped message from the al Qaeda leader since December 2001.

Since he was last seen speaking on tape, at least seven audiotapes have surfaced on which a voice believed to be bin Laden issued messages. The most recent of those messages came in April, in which he made references to the train bombings in Madrid the month before.

Osama Bin Laden Tape Threatens U.S. States Not to Vote for Bush

The tape of Osama bin Laden that was aired on Al-Jazeera [1] on Friday, October 29th included a specific threat to "each U.S. state," designed to influence the outcome of the upcoming election against George W. Bush. The U.S. media in general mistranslated the words "ay wilaya" (which means "each U.S. state") [2] to mean a "country" or "nation" other than the U.S., while in fact the threat was directed specifically at each individual U.S. state. This suggests some knowledge by bin Laden of the U.S. electoral college system. In a section of his speech in which he harshly criticized George W. Bush, bin Laden stated: "Any U.S. state that does not toy with our security automatically guarantees its own security."

The Islamist website Al-Qal'a explained what this sentence meant: "This message was a warning to every U.S. state separately. When he [Osama Bin Laden] said, 'Every state will be determining its own security, and will be responsible for its choice,' it means that any U.S. state that will choose to vote for the white thug Bush as president has chosen to fight us, and we will consider it our enemy, and any state that will vote against Bush has chosen to make peace with us, and we will not characterize it as an enemy. By this characterization, Sheikh Osama wants to drive a wedge in the American body, to weaken it, and he wants to divide the American people itself between enemies of Islam and the Muslims, and those who fight for us, so that he doesn't treat all American people as if they're the same. This letter will have great implications inside the American society, part of which are connected to the American elections, and part of which are connected to what will come after the elections." Another interesting aspect of the speech is the fact that while bin Laden made his specific threat to each U.S. state, he also offered an election deal to the American voters, attempting to influence the election by these means rather than influencing it through terrorist attacks. [4] This peace offer is a theme that follows up on his April speech directed to Europe, in which he offered a truce. [5] The Islamist website Al-Islah explains: "Some people ask 'what's new in this tape?' [The answer is that] this tape is the second of its kind, after the previous tape of the Sheikh [Osama bin Laden], in which he offered a truce to the Europeans a few months ago, and it is a completion of this move, and it brings together the complementary elements of politics and religion, political savvy and force, the sword and justice. The Sheikh reminds the West in this tape of the great Islamic civilization and pure Islamic religion, and of Islamic justice…" [6]

Another conspicuous aspect of the tape is the absence of common Islamist themes that are relevant to the month of Ramadan, which for fundamentalists like bin Laden is the month of Jihad and martyrdom. Noticeably absent from the Al-Jazeera tape was his usual appearance with a weapon, and more importantly the absence of references to Jihad, martyrdom, the Koran, the Hadith (Islamic tradition), Crusaders, Jews, and the legacy of the Prophet Muhammad on the duty to wage Jihad against the infidels. For the followers of the Al-Qa'ida ideology, this speech sends a regressive and defeatist message of surrender, as seen in the move from solely using Jihad warfare to a mixed strategy of threats combined with truce offers and election deals.

"Oh the American people, I address these words to you regarding the optimal manner of avoiding another Manhattan, and regarding the war, its causes, and its consequences. But before this, I say to you: Security is one of the important pillars of human life, and free men do not take their security lightly, contrary to Bush's claim that we hate freedom. Let him explain why we did not attack Sweden, for example. Clearly, those who hate freedom have no pride, unlike the 19 [suicide hijackers of 9/11], may Allah have mercy on them. We have been fighting you because we are free men who do not remain silent in the face of injustice. We want to restore our [islamic] nation's freedom. Just as you violate our security, we violate yours.

"But I am amazed at you. Although we have entered the fourth year after the events of 9/11, Bush is still practicing distortion and deception against you and he is still concealing the true cause from you. Consequently, the motives for its reoccurrence still exist…

"We had no difficulty dealing with Bush and his administration, because it resembles the regimes in our [Arab] countries, half of which are ruled by the military, and the other half are ruled by the sons of kings and presidents with whom we have had a lot of experience. Among both types, there are many who are known for their conceit, arrogance, greed, and for taking money dishonestly.

"This resemblance began with the visit of Bush Sr. to the region. While some of our people were dazzled by the U.S. and hoped that these visits would influence our countries, it was he who was influenced by these monarchic and military regimes. He envied them for remaining in their positions for decades, while embezzling the nation's public funds with no supervision whatsoever. He bequeathed tyranny and the suppression of liberties to his son and they called it the Patriot Act, under the pretext of the war on terrorism.

"Bush Sr. liked the idea of appointing [his] sons as state governors. Similarly, he did not neglect to import into Florida the expertise in falsifying [elections] from the leaders of this region in order to benefit from it in difficult moments.

"We agreed with the general commander Muhammad Atta, may Allah have mercy on him, that all operations should be carried out within 20 minutes, before Bush and his administration would become aware. We never imagined that the Commander in Chief of the American armed forces would abandon 50,000 of his citizens in the twin towers to face this great horror alone when they needed him most. It seemed to him that a girl's story about her goat and its butting was more important than dealing with planes and their 'butting' into skyscrapers. This allowed us three times the amount of time needed for the operations, Allah be praised.
