Some have stricter rope policies than others.Actually, one of your best tools to deal with the rope issue is this website right here. They maintain a quite a number of guestlists, which helps. And several really good promoters post here who also have guestlists. Check out the "clubs" page for the former, hang out here and meet some people for the latter.
