First, some good news.

Now, the bad news. CNN is reporting that the SuperDome evacuation is on hold because one of the Chinook helicopters came under fire as it approached the stadium. Also, there's a fire in one of the SuperDome garbage chutes, and fire crews trying to get to the scene are being blocked by angry crowds.

When Hurricane Andrew hit we had the national guard here to restore order. People were shooting looters and I was on guard at my house in the dark protecting what I had left…. The federal government should send in troops and national guards into the areas that were hit the hardest to restore peace and order but the problem the US doesn’t have many National Guard or troops because they are fighting a bullshit war in Iraq. The first things Mr Bush should have done was send in the troops fucking shoot anyone that is fucking off and ask questions later.

I heard this on the news this morning. WTF? Why are people shooting at helicopters. It's just slowing down the whole rescue operation.

See what happens. Humans lose their creature comforts and they turn into something else....

Perhaps you don't understand the differences between the Army, the Reserves, and the National Guard. The Louisiana NG is under the control of the state's governor - she decides if, when, where, and how the Guard is deployed within LA. If she wants regular Army troops, the governor needs to request them - which she didn't do right away.

Furthermore, it's the Congress, not the President, that has the authority (under Article 1, Section 9 of the Constitution) to suspend the writ of Habeas Corpus and deploy the Army domestically.

Unfortunately, the situation in LA is complicated because the state's constitution (enacted in 1974). See Art 1 Sec 21: “The writ of habeas corpus shall not be suspended.†Basically, the state of Louisiana made it illegal for active duty military forces to operate within its borders.

The legal situation is almost as confusing as the actual disaster area, which is why New Orleans was under martial law, but then it wasn't, or maybe it was, or would be, but only if someone else authorized it first.

...the troubling aspect of this whole ordeal is that the Authorities are taking man power away from SAVING PEOPLE into stopping those who are stealing merchandise ..

I don't know terry, I tend to think it's more when anarchy prevails, some humans let the beast within take control....animal instincts if you will.

Lawlessness is a scary prospect.
