Leahy withdraws his support of the R.A.V.E. Act

This letter went out from his office today:

On June 18, 2002, Senator Grassley and Senator Biden introduced S. 2633, the RAVE Act. I have decided that I no longer want to cosponsor the RAVE Act. I am concerned that the bill’s new civil penalty provisions may harm legitimate enterprises. Portions of the legislation, as well as its title, have also given the impression that it is targeted at a particular kind of musical event – I do not believe that such distinctions are useful in our shared efforts to reduce drug abuse among our nation’s youth. Although some unscrupulous promoters intentionally profit from the use of ecstasy and other drugs at their events, I believe more narrowly crafted legislation is preferable.
