These animals get arrested because they are unable to conduct themselves in a normal manner. I say animals because South beach is literally like Metro Zoo for MDW. Jumping around like a bunch of apes. They constanly need a cop up their asses to tell them to behave. If they didn't do anything stupid they would not get arrested. So Sela V's example about paying to go to the movies and getting arrested for looking at the screen is a poor one, not to mention an irrelevant one. You don't get arrested for merely taking a plane and "being on south beach" as an innocent bystander. You get arrested for taking a plane to south beach and acting like a jackass.
