Tupac was thinking about getting away from death row and Suge knew this and wanted him killed. And in order for him not to be blamed he was willing to be in the car and risk taking a bullet himself. And Suge also had Big killed as well and in the end it was made to look like Biggie and Tupac somehow had eachother killed but it was all Suge.
