OUTRAGE AT CBS AFTER JANET BARES BREAST DURING DINNER HOUR; SUPER BOWL SHOW PUSHES LIMITS

**Exclusive**

Top CBS executives approved a musical skit where Janet Jackson would expose her breast during the MTV-produced Super Bowl half-time concert, the DRUDGE REPORT has learned.

"The decision to go forward went to the very top of the network," a well-placed source explained from New York.

The groundbreaking scene came during the most-watched television broadcast of the year -- and during the dinner hour for the nation's west coast viewers.

In a press release before Sunday's game, CBS's sister outlet. [VIACOM's] MTV promised "Janet's Shocking Moments."

"I'll get you naked by the end of this song," sang performer Justin Timberlake, moments before he ripped off Jackson's top, exposing a bare breast -- the nipple covered by a tassel.

CBS's main New York switchboard was immediately bombarded with complaints about the stunt, network sources said late Sunday.

Feb. 1, 2004 | NEW YORK (AP) -- CBS apologized on Sunday for an unexpectedly R-rated end to its Super Bowl halftime show, when singer Justin Timberlake tore off part of Janet Jackson's top, exposing her breast.

"CBS deeply regrets the incident," spokeswoman Leslie Anne Wade said after the network received several calls about the show.

The two singers were performing a flirtatious duet to end the halftime show, and at the song's finish, Timberlake reached across Jackson's leather gladiator outfit and pulled off the covering to her right breast.

The network quickly cut away from the shot, and did not mention the incident on the air.

It was unclear whether Timberlake intended to expose Jackson's breast.

Wade said CBS officials attended rehearsals of the halftime show all week, "and there was no indication any such thing would happen. The moment did not conform to CBS' broadcast standards and we would like to apologize to anyone who was offended."

The Super Bowl halftime show, which also featured Puff Daddy, Nelly and Kid Rock, was produced by MTV, CBS' corporate cousin in Viacom.

"We were extremely disappointed by elements of the MTV-produced halftime show," Joe Browne, NFL executive vice president, said. "They were totally inconsistent with assurances our office was given about the content of the show.

"It's unlikely that MTV will produce another Super Bowl halftime."

Janet, Justin, MTV Apologize For Super Bowl Flash

HOUSTON ? The organizers of the Super Bowl XXXVIII halftime show had hoped that a surprise guest would get people talking long after the game, but they wound up with one more surprise than they had bargained for.

Janet Jackson's right breast was exposed at the end of her performance after Justin Timberlake ? who was expected to be the night's biggest surprise ? pulled off a piece of Janet's costume. As a result the move, some 72,000 fans in Reliant Stadium and an estimated 100 million watching around the world saw more of Janet than expected.

"I am sorry if anyone was offended by the wardrobe malfunction during the halftime performance at the Super Bowl," Timberlake said of the incident. "It was not intentional and is regrettable."

MTV, which produced the halftime show for sister network CBS, issued a statement shortly after the game saying, "The tearing of Janet Jackson's costume was unrehearsed, unplanned, completely unintentional and was inconsistent with assurances we had about the content of the performance. MTV regrets this incident occurred and we apologize to anyone who was offended by it."

Jackson did not release an official statement after the game, but her representatives told MTV News that she apologizes for the incident.

CBS, which broadcast the Super Bowl and its halftime show live Sunday evening, also apologized, saying, "CBS deeply regrets the incident that occurred during the Super Bowl halftime show. We attended all rehearsals throughout the week and there was no indication that any such thing would happen. The moment did not conform to CBS broadcast standards and we would like to apologize to anyone who was offended."

Being in theatre I know that most times costumes are made to "tear away" for easy costume changes...but I dont think that was the case here...unless she was gonna take the costume off via the "breast hole". I dont think so!

If I had kids I would be upset...but I dont so who cares.

Janet Jackson's Bare Breast Sparks FCC Probe

Mon February 2, 2004 12:41 PM ET

WASHINGTON (Reuters) - An outraged Federal Communications Commission Chairman Michael Powell on Monday ordered an investigation into the broadcast of the Super Bowl's halftime entertainment show, during which singer Janet Jackson's right breast was exposed.

During the break in the National Football League's championship game, pop singer Justin Timberlake reached for Jackson as they sang a duet and tore open part of her black leather bustier.

"That celebration was tainted by a classless, crass and deplorable stunt," Powell said in a statement. "Our nation's children, parents and citizens deserve better."

Television networks are already on the defensive, with the FCC taking a more aggressive stand against indecency over the airwaves and Congress threatening to sharply raise the fines for such incidents.

Viacom Inc.'s CBS television network, which aired the show, and MTV, which produced the halftime bonanza, apologized for what they described as an unscripted moment.

A spokesman for CBS had no immediate comment on the probe and a Viacom spokesman was not immediately available for comment.

"We attended all rehearsals throughout the week and there was no indication that any such thing would happen," CBS said. "The moment did not conform to CBS broadcast standards and we would like to apologize to anyone who was offended."

Powell promised a "thorough and swift" investigation by the agency's enforcement division. Scores of complaints were coming in to the FCC about Jackson and other portions of the entertainment segment of the game.

When the FCC was bombarded with complaints about the fashion show by lingerie retailer Victoria's Secret that aired on Walt Disney Co.'s ABC broadcast network in 2001, the agency declined to take action because the material was not "so graphic or explicit as to be patently offensive."

CBS picked up the lingerie show after ABC reportedly declined to air the fashion show the following year. As part of a tougher stance against indecency at times when children are likely to be watching, the FCC is considering action against General Electric Co.'s NBC television network for an incident in which U2 rocker Bono said "f---ing brilliant" when accepting an award on a live broadcast.

Federal indecency rules bar the broadcast of obscene material and limit the airing of indecent material that contains sexual or excretory references in a patently offensive manner to late night hours when children are less likely to be watching.

between the commercials and halftime show; they should just had a disclaimer before broadcasting. it's funny the network was outraged by the halftime show. but not so outraged by the multi million dollar 30 sec commercials, which where just as risque as the half time show. what a strange set of morals, we have here in the US. :blank:
