Richard Clark authorized it once they were "supposedly" interrogated.. meaning that, Richard Clark gave that having in mind they were to be interrogated by the FBI. Something the FBI didnt do well/failed for some odd reason..

After the airspace reopened, six chartered flights with 142 people,mostly Saudi Arabian nationals, departed from the United States between September 14 and 24.
