It only extends his/her track selection. I am not one to advocate downloading mp3's for free (I buy vinyl as much as I can) and about 85% of my CDs are purchased originals. I would buy Serato because it does not detract from the tactile nature of spinning records. The music genre is pretty much irrelevant here. I would imagine that for scratching and cutting, you'd want a shitload of RAM on the laptop but the basic function and purpose of Rane's concoction is fairly straightforward and quite ingenious.
