March 18, 2001 Did Fed Report Foresee Nation's Failed War On Drugs? 30 YEARS AFTER NIXON'S MARIJUANA COMMISSION ADVOCATED DECRIMINALIZATION, REPORT'S FINDINGS ARE STILL VALID: Nixon Never Read His Own Report, President Bush Should WASHINGTON, DC --- March 22nd marks the 30th anniversary of the release of the report of the so-called "Shafer Commission" -- the National Commission on Marihuana and Drug Abuse -- whose members were appointed by then-President Richard Nixon. The Shafer Commission's (named after commission Chair, Gov. Raymond Shafer of Pennsylvania) 1972 report, entitled "Marihuana: A Signal of Misunderstanding," boldly proclaimed that "neither the marihuana user nor the drug itself can be said to constitute a danger to public safety" and recommended Congress and state legislatures decriminalize the use and casual distribution of marijuana for personal use. Though rejected by Nixon -- who refused to even read the report -- and largely ignored by Congress, the influence of the Shafer Commission report thirty-years later should not be overlooked. In the years that followed its release, NORML took the Commission's findings from state-to-state. Ultimately, this dialogue was instrumental in convincing 11 state legislatures to decriminalize criminal penalties for the possession of minor amounts of marijuana -- policies that remain in effect today. In many other states, the Commission's recommendations were cited as justification for relaxing marijuana penalties for minor offenses from felonies to misdemeanors. By 1977, even the President of the United States was convinced: then-President Jimmy Carter -- citing the Shafer Commission --told Congress "Penalties against drug use should not be more damaging to the individual than the use of the drug itself. Nowhere is this more clear than in the laws against possession of marijuana in private for personal use." "According to a recent Zogby Poll," said NORML's Executive Director Keith Stroup, "61% of the voters nationwide currently agree with the Shafer Commission conclusion that responsible marijuana smokers should not be arrested or jailed; only 33% support policies that treat marijuana smokers like criminals. Yet over 700,000 Americans were arrested on marijuana charges last year. It's time for our elected officials to decriminalize the personal possession and use of marijuana by adults.   18. the supreme court will rule that in public scholls, they can not test anybody and everybody. they can however make some loophole that says something along the lines of...for extra curricular activities you have to get tested, and then require all students to participate in at least on activity.
  19. this is some of the worst news to hit NYC radio in a long time. in a city with countless other statins to hear hip hop, they have to take the one original station (and the only one that plays songs that are not, and never were top 40) and turn it into another hip hop one??? at least they are still palying music the whole day, and dont have stupid talk show hosts on for hours at a time

  23. i flew out of kennedy last weekend, and it was the same as it always has been. the only difference was there were these ladies telling you over and over that you could only bring one bag on, even though many people on the plane had 2. and no, i did not see anyone taking off their shoes. (i'd bring an extra pair of socks just incase)
  24. centro fly thursdays?? sure 2 years ago it was good, even a year ago, but i have never seen a place go from being so cool to so played out and lame. i used to go just about every week at least once, now i wouldnt even go there to redem my free drink tickets. yea the door people are dicks, not tasha, but those orange suit wearing x-convicts who treat you like shit, who needs that when your trying to go out and dance? i know swarms of people who were regulars there and who will never go back (mostly because of door complaints)
