Its the parole boards and overcrowding conditions across the county that are putting people back on the street..But..BUT..even moreso than that, the selective enforcement of certain laws sets up this whole deal in the first place...more specirfically, the setup and enforcement of narcotics laws... ..I remember reading somewhere that in the late 90's 60 percent of people incarcerated in the system (thats from the county jail aaallll the way on up to the tightest locked federal Pen) were there because of drug related charges.. I know thats a pretty broad spectrum, but many MANY of these people are there for posession...especially for crack... THAT's why someone who rapes a woman will get 7 years, give or take...and some bum thats muling 50 grams of crack just to get a fix to support a habit gets 20...or worse...
